Area of activities / The programme ‘Improved framework conditions and financing for private sector development’ works in the following three areas: Improved macroeconomic framework conditions, private sector development, and financial services. At the macro level, the programme advises both the central bank and the Ministry of Economic Development and Trade on issues related to macroeconomic steering. It supports the private sector by assisting economic associations and selected value chains in the fruit and vegetable sector. It also enables small and medium-sized enterprises (SMEs) and low income households that engage in business activity to gain better access to savings and credit products.

Task / You will advise the Ministry of Economic Development and Trade on improving the quality of key macroeconomic indicators and aggregates. This will enable Tajikistan’s Government to more accurately assess and steer economic development. Advisory services will cover technical and statistical issues and political communication. Once a detailed baseline analysis has been conducted, support will target the following areas:
Reforming indicators and macroeconomic models as comprehensively as possible, developing new models and assisting their use in the political process;
Identifying and communicating further data requirements;
Expanding statistical and econometric capacities at the Ministry of Economic Development and Trade.
You will coordinate activities closely with the other programme components, and will ideally make use of the synergies generated during this process.
 
Requirements / You have a degree in macroeconomics, statistics or mathematics and have a very good knowledge of economic policy (in particular macroeconomic steering), national accounting and econometrics/forecasting methods. For your work with the Ministry, you should also have several years' experience in dealing with broad-based growth strategies and industrial and structural policies.
In addition to excellent advisory and communications skills, you have finely tuned intercultural skills that enable you to mitigate conflict and maintain equilibrium in a difficult political environment, even when different interests are at stake. You have a flair for dealing with high-ranking political decision-makers, and enjoy establishing networks and forming alliances. A good knowledge of English and a basic knowledge of German are a must. Knowledge of Russian would be an advantage. The ideal candidate will have an optimistic outlook, and have the patience, intuition and perseverance required to coordinate a range of different interests.
